If Distribution Engine is scheduled to run but Salesforce is not starting the jobs you will see a delayed message on the Distribution Console.

This delay is caused problems in the underlying Salesforce infrastructure and will generally be resolved within a few hours. In the meantime you can try switching to Queueable mode which does not use scheduled jobs which can be make it reliable in this situation.
